The report says under federal rules the school should have paid only $1.2 million in advance and paid the rest as work progressed. It says the unspent money could have been earning interest.

The report also says paying up-front left the school with no leverage when the project got behind schedule.

Academy officials released a statement saying the 6-megawatt array saved more than $51,000 in electricity costs in May alone and called it a win for the academy and taxpayers. The statement didn't directly address the auditors' criticisms.
